  4.     U.S. District Judge Richard Williams of Alexandria, Va., had
  5. harsh words last week about the abuses uncovered by Operation Ill
  6. Wind, the federal investigation of Pentagon procurement fraud: "I
  7. can't believe our Government, the Congress and Executive, lets a
  8. system like this endure." In fact, the judge was so disgusted that
  9. he handed out astonishingly light sentences to the first two
  10. defendants convicted by a jury as a result of the probe (twelve
  11. other people have pleaded guilty). Teledyne Electronics executive
  12. George Kaub could have received 40 years in prison. His co-worker
  13. Eugene Sullivan could have got 20 years. Instead they will serve
  14. six and three months, respectively, in a halfway house. Prosecutor
  15. Henry Hudson declined to comment.
